and nicely maintained rainy day fund; Herculean spending
reductions to keep budget in line; effectiveness and efficiency
on upswing; good program evaluation; much improved financial
reporting system, including newly unqualified and timely
comprehensive annual financial report.

<p>-- Ranking minuses: Large overrun on Medicaid expenditures;
some one-time measures helped balance budgets in current and
last year; large unfunded teachers' pension.

<p>-- Comments: Financial reporting is vastly improved, with
the annual report's timely release in December a refreshing
change from last year. Troubled pay-as-you-go teachers'
pension will likely be closed to new hires, giving state
"light at the end of the tunnel," says president of Indiana
Fiscal Policy Institute. Legislature also taking another
look at wisdom of investing pension funds in stocks - currently
forbidden to cautious Hoosiers. Governor supporting move,
which would go before voters in November 1996, at earliest.
State leaders could begin to rest on their laurels if it
weren't for rapid growth in Medicaid spending. Cost-cutting
efforts are currently under debate for the next biennium, as is
a new school aid formula.
